Modern and Clean Public Toilets — An Important Infrastructure for Public Health and Tourism Development

By Resolution No. 799 of the Cabinet of Ministers of the Republic of Uzbekistan dated December 18, 2025, a set of comprehensive measures was approved to improve the sanitary and hygienic condition of public toilets located in social institutions, public catering facilities, and along interregional highways. This document is of particular importance as it is aimed at ensuring the implementation of the tasks defined in the “Uzbekistan — 2030” Strategy, improving the quality of life and health of the population, as well as further developing tourism infrastructure. According to the resolution, during 2026–2027, public toilets in social facilities, catering establishments, and along interregional highways will be gradually repaired, reconstructed, and newly built in accordance with modern requirements. In addition, the resolution provides for improving existing sanitary rules and hygiene standards for public toilets based on international standards, widely introducing energy- and water-saving technologies, and applying modern alternative sanitation solutions. Special attention is also paid to the development of public oversight mechanisms. In particular, suggestions and opinions from citizens, non-governmental non-profit organizations, and mass media regarding sanitary conditions will be regularly studied. Today, modern, clean, and convenient public toilets are not only an important indicator of sanitary culture, but also one of the factors determining the tourism potential and investment attractiveness of regions. Especially in areas frequently visited by tourists, the proper organization of sanitation infrastructure contributes to strengthening the country’s international image. As a result of the practical implementation of this resolution, the quality of services provided to the population will improve, sanitary and hygienic culture will increase, and more favorable conditions will be created for domestic and international tourism. A clean environment, high sanitary culture, and modern infrastructure are important guarantees of a healthy society and sustainable development.
